The description of the base power is ok, although almost too specific. What you can do with it is generally handled in moves and just saying "User can crate ice constructs from air moisture and water sources (bar salt/seawater)" or somesuch would suffice.
For the ranks, they need a little more explanation as to what the bonuses effectively mean. Such as range could mean how far away the constructs can be from the user before melting away very quickly and duration should also be elaborated a little more on, to mention the total maximum duration of a construct. See for example the Kugi Kugi no Mi for a reference (http://onepieceworld.boards.net/thread/161/kugi-mi).
Finally, weaknesses should probably also include heat, since it's ice; as well as the range, as the construct would likely melt once outside of the power's influence radius. Possibly also some guideline for breaking creations with force (again, feel free to use Kugi as reference with how outranking the user allows a victim to break free of the nails easier)
