This kind of behavior is usually reserved for Celestial Dragons, whom she views as nothing more than wimps who use their influence to hide behind their own status and the protection of their Marine puppets could provide them, all the while having no fighting skills or any other type of skill of their own.
Luna hates the Marines as well, because it was their actions which led to her losing both of her parents. Her main reason for joining the Revolutionary army was to get her revenge on them for ruining her life, and to ensure no one else suffers like she had. She also believes that the Marines won't be needed in the new world that the Revolutionary Army would create.

History: Luna was born on the island of Baterilla in the South Blue, as the only child. Unfortunately, it didn't last very long. It didn't last very long at all. The 'Great Search', as her caretaker had called it, had robbed her of her parents. According to her caretaker, the Marines wanted to put an end to the legacy of the late Pirate King, Gol D. Roger, and so they investigated every new born child. Having the initial of D, Luna was one of the few children they investigated more thoroughly. She was a baby at the time, so she didn't remember many details, but she did remember the fire and the screams, and she remembered herself being carried away in a pair of strong arms. Thanks to those memories, she accepted her caretaker's recount as accurate. He was the warden of an orphanage she lived in, and he cared about her greatly.
Once she began to think about what to do with her life, it was his suggestion for her to join the Revolutionary Army. He explained to her that it was full of individuals with the same mindset and same worldview she possessed, and that she would fit right in with them. She decided to take his advice, and when she was thirteen years old, she joined the Revolutionary army.
And just like he told her, from the moment she had joined, she fit right in. She soon realized that the Revolutionary Army were no different than a big family, bound together by a common goal that they had shared, a larger goal that would help her own goal come to fruition as well once it was completed.
She dedicated herself to fulfilling their goal, making sure to complete tasks and missions they gave her to the best of her ability.

The three Celestial Dragons were looking at her cockily. On the floor next to them lay a young boy, no more than eight years old. All three of them had guns drawn and pointed at the boy. Apparently, he had crossed their path, something deemed unforgivable. The whole situation reminded her too much of her own past, the past she wished to forget. No one had helped her back then. Well, almost no one, but he was no longer around. No one else will go through what she went through, not if she could help it.
"Leave that boy alone." Luna demanded "Because I am not above getting violent. You think you're some big shots because you have the Marine Admirals at your beck and call. You hide behind them because you cannot do anything on your own. The Marines are scum too, and everyone knows this, but at least they have strength and skills to show for it. You have none. So go ahead, do your worst. Call your little bodyguards to assist you. You're nothing but glorified wimps."
Apparently, it was the wrong thing to say, as the three Celestial Dragons all pointed their guns at her.
"Oh look, you do have some fighting spirit after all." Luna smiled "Let's see if it measures up to my own."
She knocked the guns out of their hands and grabbed two of them, before aiming at their original carriers.
"I am the one with the guns now. You have two choices. Either you get out of here and crawl back to your dens, or I'll pump your bodies full of lead. The choice is yours."
The three of them had made a smart choice. They had turned around and fled. Luna had the desire to kill them anyway, as she would be doing the world a favor, but she repressed that desire. She refused to sink to their level. Instead, she decided to do the right thing and spare the boy from seeing the horror of death. She rolled her eyes at the retreating figures before walking over to the fallen boy and helping him get up. Just like that man had done for her all those years ago.
"Do you want me to take you home?" Luna offered with a smile
The boy nodded fervently and Luna took his hand into her own. They walked in silence for the most part. Once they arrived in front of a small house, the boy stopped, and so did Luna.
"This is where I live." he told her
Luna nodded, letting go of his hand. She turned around and walked away. Her eyes shone with determination. She'll make sure that no one else goes through what she went through. It was why she had agreed to join the Revolutionary Army in the first place. It was a goal she would fight for with a passion. The goal that spurred her into training and improving herself. The goal that helped her to get to where she was now. As a commander, she had more responsibilities, but she also had more opportunities to achieve her own goal.
Getting rid of the Celestial Dragons would shift the balance of the world, but it would also ensure no one else would suffer under their thumb and that of their Marine puppets.

She is at ease around the other members, and would often engage in playful banter with them, and crack jokes with them. Sometimes, she'd even pull pranks on more gullible members. She sees other members of the Revolutionary Army as a family.
