Appearance:
Shoulders slumped, hands in pockets and watchful eyes gazing out of his glasses. These are the first few things you notice about Bill. He seems bored, aloof even and his uniform despite clean isn't very presentable. Bill dresses like he was half-listening when the tailor dressed him. His fashion sense has a strong air of it suiting the purpose of why he was wearing it and that was basically it.
Bill seems to wear the standard marine outfit with a few differences. First he wears a brown duster jacket with silver buttons. White leather has been stitched on the back by his shoulder-blade in the shape of the Marine Logo. These are the only clothes he chooses to wear as Bill despite being very relaxed believes that everything has a purpose. Wearing things other than the uniform is irrelevant.
The Marine's glasses have black frames and surprisingly the lenses are always clear - no smudging. One would soon learn upon listening to Bill that he has made a habit of always polishing his glasses whenever he comes up with a matter-of-fact solution to a problem. Secondly, the man seems to have a penchant for smoking, he smells lightly of it and a packet of cigarettes can often be found peaking from one pocket or the other. If one was particularly aware they would also notice a rectangle bump under his right sleeve near his wrist. This is where Bill ties a matchbox so that he can light his cigarettes easily.
A light scar runs from his left eye down towards his nose. Barely noticeable unless seen in the right light.
Hair Color:
He has black scruffy hair that looks like it was hacked by scissors. In some parts it's uneven which makes observers think that he has clearly done it himself. Despite being short now - when long Bill has a habit of brushing it to the side. Luckily often superiors yell at him to cut his hair and he reluctantly does it.
A matching black scruffy beard is haphazardly groomed sprouting from his chin.

The first idea you must have about Bill is that he's lazy, he doesn't care and that he does things his own way. All these ideas are true but not without reason. William Twist believes in a process - a method to the madness. Twist views things in a different way, most people think with their heart, Twist prioritizes thinking with his brain. Every conversation, exchange and mission is a puzzle that must be solved. Bill's mind is cold and calculating, a biological machine. A vault where emotions simply don't escape.
If you are wrong, then innocent people die. This is William's justice. If he's never wrong then simply put - people don't die. He is a ruthless investigator. This creates a polarizing prospect for people who work with Twist. Some see a cold two dimensional sociopath, who makes hard choices and seems to not care. The others see him as a genius, a man who has seen the entire picture and makes the decisions that minimize casualty.
"The Perfect Marine" his superiors say as they yell at him about his appearance. There's something about Twist's brain that is just too right about the job and surprisingly one would think the World Government would've picked the Marine up and inducted him into the Cipher Pol.
But Bill isn't interested in being a secret agent, he believes in ABSOLUTE JUSTICE. Justice at any cost.
The people who like Bill see him as a terrifying leader, a man who burns with a cold passion that impacts every single one of his actions. They follow him, they follow him and don't falter. Why do they follow him some wonder? No it isn't that he scares them, nor is it that he's a good leader. They trust him. Twist is often right with uncanny precision and when he isn't? They've heard the stories . . .

Cigarettes: Addiction is a method to the madness. A path that you can walk on. Pattern is good thus addiction is good. Thus William Twist smokes like a train.
Justice: Evil-doers should meet untimely ends. It's just what happens. Justice happens no matter at the cost but you must minimize as many casualties as possible. That is paramount.
Sleep: Solace in the delirium. Rest is important, but you must've sleep too long. You'll lose the thread of what you are doing and become lost in your thoughts.
Nighttime Air: Breathe it in. Lose yourself. Recover in the cold night. When you turn around and go back in that building, it'll all start again. Do you remember her William? That woman you loved so dear? Before your justice. . . Of course not. The cold is on your cheeks. Go back inside.

As he grew his parents realized that the child was bright and was good at everything they put him to. The problem with William was that he was lazy. No matter what he would do, William Twist did the absolute bare minimum. For eighteen years this was how he applied himself to any task.
Then one day Twist met a girl, she was beautiful, intelligent and made him want to try. Suddenly nothing else mattered but trying to win her love. His parents saw the motivation she drove in him and encouraged him to pursue her, and so he did. For a year he tried absolutely everything to win this girl's heart and then one day she agreed to go on a date with him.
What came next was a whirlwind romance leading into marriage and for five years they were married happily. Twist opened a bookshop and sold books to the people of his village. He made a life for himself. But one day - on the day of Gol D Rogers execution, pirates came.
They pillaged the town.
William told them he'd give them anything, but instead they took his wife.
With nothing left and his livelihood ruined. Something in William's mind simply broke. A fine crack in his mind to match the scar the pirate gave him on his face.
"Bill" was born and he would seek justice.
That was when he enlisted into the marines.
