"Oh.. You weren’t on the list. You can die anyway."
Full Name: Juana Fisher
Alias/Nickname: "Black Handed"
Race: Kuja
Gender: Female
Age: 24
Faction: World Government Agent
Appearance: Ordinarily, Juana has brown eyes, however, when lightened up with killing intent, they turn red. She isn't unattractive to look at, and may appear pretty to some- she's rather plain in features other than the above. She can blend into a crowd easily when she's not wearing her usual uniform, and even then it may be hard to spot her amongst people dressed in red or black. She has a small nose, and black, thin eyebrows. She has a mess of black hair that though uncombed is cleaned regularly. She keepts it just above shoulder height. She usually has a somewhat focused expression that is rarely phased while on duty, albeit she is capable of showing emotions when disguised.
Her Kuja heritage seems to be evident from her requiring a strong bra to fit into her work clothes, as well as preferring her hair to be shaggy and exposed thighs. She wears a high collared white blouse beneath a red lined black blazer with a bright red bow. She has a short dark grey skirt and brown shoes with high socks. She also, true to her name, wears black shiny gloves which hide a few garrotte wires that she can easily bring out via small holes cut in. She has a rather toned body, though it is somewhat hourglassed, due to her somewhat impressive bust and her hips being wider than her waist. She has regular sized arms, and appears, other than that, plain.
Hair Color: Black
Eye Color: Blood Red
Height: 5'2
Weight: 122lbs
Personality: Juana is generally unperturbed. Especially while at work, she approaches with a cool head and a calm demeanour. There are very few things that can break her composure, even if she appears hopelessly outmatched and injured, she’d try to bargain in a smooth, tranquil tone. Underneath everything is a mass of cold hatred for everything and everyone, even if her attitude to a person says otherwise. Just about the best thing you can hope for when it comes to her is toleration. Sometimes her taste for murder leaks into her outward appearance, turning her eyes a blood red- a likely sign that she’s about to attack, or at least wants you dead.
Despite this, she keeps a cool head for a reason. She recognises the need for manipulation and cunning, though she doesn’t particularly care for it. She has absolutely no guilt over her actions, past present or future. Neither does she have any shame, if she sees a chance to remove someone from the world, she’ll take it, even if she were in a compromising position, or had to do things that’d take others a lot of pride swallowing. When she isn’t killing for the government or herself, she likes to see how she can get an advantage over her surroundings. She can fabricate a vast amount of different personalities for the purpose of disguises. She can integrate herself into a crowd as easily as she slips on a glove- or take control of it. If the situation requires that she take over a crowd of people, she is capable of showing leadership ability - whether to undermine the current leader or to supplant them. She can feel the mood of a crowd, and enjoys researching beforehand which buttons to press in order to turn a peaceful protest into an angry mob and vice versa. Out of spite, she’ll often try to undermine leaders for the purpose of replacing them, then unless she can make use of those she’ll be leading, betrays or leaves them.
Being a World Government Agent, she wouldn’t hesitate to use her status for protection if she feels it’d serve her needs. Not only that, she’ll lie to both the public and her superiors on a whim, if she feels that she could get away with it. She tends to feel constrained while under the Government’s thumb, but the benefits outweigh it most of the time- she does let off some steam by removing those who the government won’t miss, however. She especially likes to target pirates and revolutionaries due to maybe getting some coin while she’s at it- though Marines, Civilians and even other World Government Agents will find themselves choked if they’re not careful. Her weapon of choice is the garrotte, due to how quiet it is.
Likes:
Animals: She tends to respect animals, mainly because she respects them- able to do as they wish, kill others without consequence of the law, only comeuppance due to revenge or slipping up. She almost wishes she could have a zoan devil fruit, if only so she could disguise herself as an animal when she kills, thus they’d be looking for that particular beast rather than a human.

Everyone Juana doesn't like anyone. She may PRETEND she likes someone. She may even have a temporary truce, like those employed by the Government or civilians who want to work with her, or vice versa, but in the end she doesn't like anyone. She'd just as easily work with someone as kill them, sometimes afterward. Rarely would she let go of an advantage to do so, such as removing a loose end after winning during a team up.
Insects: They're creepy, they're spooky, they're one of the few things that can make her lose her composure. If in the unlikely even that she have a bucket of insects dumped onto her, she’ll most likely turn a shade of either: Blue, Green or Red, then split apart and flee.
Moral Alignment: Chaotic Evil.
History: Juana’s mother was an inhabitant of Amazon Lily who had taken a temporary leave to.. Breed. As per Kuja procedure, she would leave the island to find a man and do whoop-ee with, and she’d bring the child back to Amazon Lily. She managed the first two steps, leaving Amazon Lily (safely) and finding a man captivated by her looks. After her daughters would be born, she’d bring them back to Amazon Lily to keep the population afloat. The months went smoothly, and eventually the children were born. Triplets.
The Kuja “dealt” with her “husband” in the “appropriate” manner, and began to prepare to make her way back to Amazon Lily. However, much intrigue and the whatever was afloat, as a scandalously slithering agent of the World Government was skulking about with another word to do with “S” in a spooky manner. He switched one of the children with a fellow world government agent; a shaved midget who would try to integrate into Kuja society to do who knows what. Meanwhile, the one who actually stole the child made away. The midget agent was, of course, a rival to the other one and was promptly killed on Amazon Lily after being found out after.. About two minutes or arriving. It would have been two seconds, but they arrived in the midst of a celebration.
The surviving agent, Grimbus Gimple, raised the Kuja as his very own- to become a government agent just like him. He wasn’t the nicest father. He was downright terrible actually. He actually wanted a male, and picked the manliest looking of the babies while the Kuja woman wasn’t looking. He also had very bad eyesight. He didn’t even notice she was a her until it was mentioned. Of course he was a bit upset. Around fifty thousand beli in property damages later, he decided to trade her off for someone else’s son. No one took him up on that offer, so he continued raising her as an agent. When someone actually asked who she was and he answered, they pointed out how illegal that was and tried to get him arrested. Being a world government agent however, he was able to get away with it due to the plot. Eventually, she was able to do agent things with her dear old father. Unfortunately for everyone and everything, she didn’t particularly enjoy her life up until that moment, but it made her rather proficient at doing thing that needed doing. Such as torture and killing, the former of which she didn’t enjoy as much as the latter.
As an assistant and daughter to a World Government agent, they spent long periods in islands far and wide. Their arrival wasn’t always a herald of bad news, but it eventually became so as Juana grew older; not that the locals knew. Juana (previously Joseph), had a nasty habit of dealing with people who made “advances”. She brought them to her room then killed them, mostly through strangling. Sometimes she used daggers, but they made a mess. At least once she used a pistol. In fact it was her first time, it made a bang which shocked her out of it, and also made an awkward conversation with the people next door. Eventually after a few goofs and a few laughs she was able to bury the body in the wilderness. It was much easier with quiet weapons.
One day however, her “father” grew a little too ambitious for his own good. He’d heard of a man who possessed a devil fruit. Wanting to become stronger for his own means, he enlisted Juana to help him “remove” the threat to the island they were on (The fruit user was a folk hero) discreetly and quietly. While the user was asleep, her father stabbed him multiple times. It didn’t work. The man didn’t bleed. As the man began to stir, Juana simply shot him in the head. Her father took out a pear that slowly turned strange. He told her she could take the man’s sword, that looked rather valuable. She held it up as the man held up the fruit. She glanced at him. Being invulnerable to blades seemed useful. Before the man could eat it, she ran him through and ate the fruit herself, leaving the blade behind, taking his credentials and continuing to be a devil fruit, figuring she could just blame his death on the folk hero. She shook off the horrid taste of the fruit, for a moment she thought she’d been poisoned, and went on her way to the next assignment.
