Subtype - This is actually a Production type.
Base Power - Too much in one fruit; the Hormone Fruit is another example of a "narrative" Devil Fruit (created as a plot device). Honestly, if you had just said "The Hormone Fruit grants the user the ability to create and control hormones" then I would have approved of the base power. However, these "special hormones" are too vague and essentially give you anything you want (similar to how a plot device does anything to move a story along). If you simply produced somewhat regular hormones, then this fruit's potential move set is much easier to balance. Oh, and stabbing a target in injecting hormones doesn't deal damage (so please mention that).
All Ranks - A little more explanation as to what increased duration means for this fruit; "+1 Duration allows produced hormones (and in turn their effects) to last 1 posting round longer after a move."
Journeyman - Forms gained through Devil Fruit application are for Zoans only. You can still have forms using Talents/Super Talents, just not via the DF application.
Weakness - You don't need to be specific about permission. Just state the following; "All moves intended to alter a target require Out of Context (OOC) permission to work." Also take out the part mentioning "healing and energizing". It's only natural every moves has it's own requirements/drawbacks.
However, all this being said - I am extremely skeptical of this fruit, even after the edits are made. Hormones are a tricky subject; if there are too many or too little hormones in a person's body, fatal things may take place. So to balance hormones, I would technically need to allow them to be "special", but as I've already mentioned - "special hormones" is too vague. If you understand my concerns, then I hope you can also understand why this Devil Fruit concept (hormones) might be outright banned in the future.

This fruit makes the user a body egineer. The hormones are actually special because they do more than what is technically possible.
Gender is the only thing that needs consent. This was talked about in length. The effect is temporary, I added consent because people were scared their characters would be briefly different. But opening up consent any further gets into you cant harm me of I dont say yes.
When you fight magma you get burned it doesnt go away. This has already been taken away. Consent for gender's temporary change shouldnt be considered more than curtosy

All Ranks - Literally put "+1 Duration allows produced hormones (and in turn their effects) to last 1 posting round longer after a move." for all the ranks. What you have down is not clear.
Btw, if you have 0 Range for this fruit, then it can only affect the user. All DFs make use of range in some way, if they want to.
Weakness - The reason permission is necessary for everything not related to the user is because the effects of hormones are too personal; gender, emotions, looks - all of this is somewhat related to hormones. You can at least counter being burned by magma, but you cannot counter the effects of hormones.
Also, the user of this fruit is NOT a body engineer. They simply create and produce hormones which are injected using syringe fingers. What the hormones do on this site is barely magical. An example of a ridiculous power granted by the "special hormones" in canon are the "head growth hormones"; hormones don't affect the size of someone's head. There are other examples, but I'm sure the two of us will work them out in the future when you make moves.

All Ranks - as I mentioned earlier, 0 range means only the user can be affected by their produced hormones. I also mentioned that ALL DFs have some sort of range limitation; the Hormone Fruit is no exception. At 25 meters of range, the Hormone Fruit's produced hormones can be up to 25 meters away (aka a victim can move more than 25 meters away from the user in order to free themselves from the Hormone Fruit's changes).
Weakness - As I mentioned earlier, permission for any alterations are still required. Hormones are not like magma or anything else which exists OUTSIDE the body. Hormones exist INSIDE the body, so they are nearly impossible to counter, unlike magma. Being injected is practically "free reign" for the Hormone Fruit to do literally anything hormone related. So yeah, permission is required for every alteration on a target other than the user (besides, the Hormone Fruit's true strengths lay within self-injection).
