The Sands of Time (NPC Encounter)

Jacob Winters truly had caused a giant mess back on Sundial Island. As uninformed and ignorant as Jacob was, even he knew about the concept of bounties and such, and he would not be surprised if Marines or bounty hunters would try to take Jacob’s head. As such, he decided to retreat to an island with a lower Marine population, the desert island of Desperado, known for its isolation and numerous bandits. Jacob decided that if the worst scenario came to be, he would simply join a bandit crew here on the island and live out his days riding strange animals and robbing others.
The closer and closer Jacob got to Desperado, the harsher the weather became, as the heat became sweltering. The water seemed as though it was starting to boil, but Jacob was sure it was just an illusionary trick that the heat was playing on him. Jacob had felt exhausted, as he had used his Devil Fruit abilities for he first time on Sundial Island, and he had underestimated the amount of energy it would take, a mistake that almost resulted in his death.
Jacob had an unusual amount of energy and stamina, as he was always able to outrun the people that chased him, but using the Kage Kage no Mi resulted in his stamina being drained faster than he realized. The wind was blowing in the correct direction, and Jacob felt a lull come over him, so he slowly drifted to sleep, still tired from the events of last night. The heat made it hard for him to fall asleep peacefully, but he managed, mainly due to the exhaustion that he was still recovering him.
Several hours later, Jacob woke up and it felt chillier than before. It was sweltering hot earlier in the day, but now the wind howled and it seemed as though the breeze that blew by sent a chill up his spine. Jacob was almost always overdressed for the weather, but now it seemed a small though he was underdressed, and might need to buy a jacket if he were to withstand the cold temperature. Jacob was curious as to why the temperature had dropped, as he has heard that Desperado was a hot, desert island. He wondered if he was headed in the right direction, but after double-checking his Navigator equipment, he was sure that Desperado was very close by.
Jacob spotted a brown-looking island on the horizon, and noted that it was indeed Desperado. He was curious about why the weather was fiffernet from what he had heard, but he was more excited about getting off the raft. The worst part of being a pirate, for Jacob, was the immense amount of time spent travelling between islands. The trip might be more bearable if he wasn’t stuck on a tiny raft, but he was too poor to buy a newer, larger not, and a boat was not exactly something that was easy to steal, so he had to make do with what he already had, which was the pathetic looking dingy raft that he was currently on.
Less than 24 hours ago, Jacob had been proclaiming himself as the new King of Sundial Island, but things did not go to plan. He was hungry, he was cold, and he smelled bad. All Jacob wanted to do was find an inn and settle down for the night. The temperature kept dropping and dropping, and Jacob wondered how much lower it would go. It was getting mighty chilly, and Jacob did not like it one bit.
Jacob’s raft slowly arrived at the port, and Jacob darted across the town, trying to avoid any eye contact that would reveal his identity as a murderous West Blue pirate. While walking by, he saw an interesting figure, and stopped to a standstill, focusing his attention on the person.
