All Rookie Moves are 10 Cost/1 Cooldown. If a move is stated to have range, the description should also explain where that range is produced from, i.E. a dash/sprint to cover ground, a projectile, very long weapon, etc. Second move can't flat take away speed, especially not two ranks. It'd make sense for something more specialized like a sticky fruit ability etc, but this is just a general strike. By that logic any damaging contact should stagger (and therefore reduce speed). Third move seems pointless, as any Rookie Rank attack will break a Rookie Rank Block. They (the rookie attack moves) deal the same amount of damage that Rookie can block therefore cancelling each other out with no further effects.
